I have the honour to report as follows in

answer to the Honourable Colonial Secretary's minute

dated 2 / 5 /1900.

In order to deal with this subject effectually

I am of opinion that three 1st, Class Inspectors and three

interpreters should be appointed for duty in the New

Territory, giving each of the Inspectors a pony for con-

veyance, I suggest that they be stationed at Tai Po, Ping Shan or Ün Long, and Sai-Kung or Kowloon City,

respectively-their duties being to visit the whole of

their districts as often as possible, and investigate

and report upon all outbreaks of animal disease which

their

might come under notice, to attend to the segregation of

sick animals, toser that all animals which died from

discase were properly buried (or they would be dressed

and sold for food) to assist in regulating the passage

of animals from place to place, to encourage the breeding

of cattle and swine as much as possible, to assist in

any inoculation operations which might be considered

necessary, and when Markets are established to take

charge of them.

As trustworthy reliable men would be required

to efficiently perform these duties it is essential

that they be well paid- otherwise the work would be

neglected and the system-not the real cause, condemned.
